Under certain outputs in my Video software such as say Blue Ray, I can choose between MPEG-2 or H.264 formats. If I choose a Video CD the format is MPEG-1 and an AVDHD output goes to H.264 . So that is not always the case but it is true a standard DVD does usually go in as MPEG-2.

Format changes are possible without loss of clarity, but I agree you are best to start off in the output format and any compression of course reduces clarity somewhat so avoid compression till needed.

Standard DVD video discs only use MPEG 2, Blu Ray discs may use MPEG 2 or MPEG 4 (H.264).

MPEG 4 wasn't ready yet when DVD video specifications were set. A standard DVD video player will not be able to decode MPEG 4.
