I suspect a hoax.

The music is in stereo and there was no NICAM stereo television when Pan's People were on TOTP. So it must have been dubbed on later. There's nothing to indicate that the girls were dancing to that record, and everything to suggest that they weren't (why would they be dancing to an old record except on an anniversary edition or something similar?).
