Promo albums normally go out to radio studios etc for early 'promotional play' to feature the forthcoming album and hopefully generate interest when it's released.

You would need to be insane to get caught up in paying over the odds for that. It's released in four weeks for the normal price and in six months it'll probably be on the shelves of Asda, Tescos and similar for three quid.
